Baltic Architecture

At the end of the 1877-1878 Ottoman-Russian War, Kars remained under Russian occupation for 40 years. From 1878 to 1918, the Russians started a new development work in the city. During the new zoning works in the province of Kars, which the Russians declared as a military province, they established a new city plan in which today's Yusufpaşa, Ortakapı and Cumhuriyet Neighborhoods form the center.

Especially in 1706, they applied to Kars an architectural approach applied on the Baltic Sea side in the north of Russia. In the 1882s, they accelerated the development work in the city by having engineers brought from the Netherlands to do it.
