The building known as the Tower of Justice located in Edirne Sarayiçi; During the Ottoman-Russian War of 1877-1878, the famous Edirne Palace, which started as a result of the explosion of the Ottoman arsenal here and was destroyed by fires that lasted for days, managed to reach today to a great extent. is the structure. Although it is claimed that the Tower of Justice was built by Mimar Sinan on the orders of Suleiman the Magnificent in 968 AH (1560-61), some researchers are skeptical of this situation. Because, in other biographies that shed light on this period, such as Tezkiret'ül Bünyan, which he had Sai Mehmet Çelebi dictate from his own network, there is no information that the building belongs to Sinan. While some works that may seem insignificant are included in the biographies where the works of Mimar Sinan are listed, it does not seem plausible that Sinan did not include this building in the list. Despite this, the general acceptance is that the building is the work of Mimar Sinan. The Tower of Justice in Edirne Palace is the first of the two towers rising in the imperial lands, considering the tower in Topkapı Palace. The tower in Topkapı Palace was actually built as a tower mansion representing the palace. It was rebuilt as masonry in the 17th century after the great palace fire. Its functionalization as the Tower of Justice is probably later than its construction during the Fatih period. The Palace of Justice, located in Edirne Palace, was built with a functionality that can be seen as a reflection of Sultan Suleiman's deserving of his "lawful" nickname. It hosted the Divan-ı Hümayun (Council of Ministers) meetings of the construction period, and also functioned as the Supreme Court.
